Grand
Jury Unit:
The Grand Jury Unit reacts to the filing of formal complaints or charges
from all thirty-seven municipalities of the county and determines
the future course of each of them within the criminal justice system.
Once a complaint is filed, the defendant usually appears at a Central
Judicial Processing (CJP) hearing, where the complaint is either downgraded
to a less serious offense and sent back to the municipality, dismissed,
scheduled for a Pre-Indictment Conference (PIC), or forwarded for
Grand Jury action. If the case is deemed appropriate for prosecution,
the legal staff, working in close concert with the investigative and
clerical staffs, sets up the case for presentment to the Grand Jury.
Overall, this unit handles approximately 75% of all cases in the office
from the initial complaint stage to final disposition.
The unit also supervises the Pre-Trial Intervention Program for all
applicants. This is a diversionary program that attempts to assist
appropriate defendants before they become life-long offenders. Lastly,
the unit exercises the discretionary decision making for both adult
and juvenile Drug Court applicants.
